Like many of us, my experience of Procurement functions has historically been ‘in-house’. A department which was required to grant its blessing before goods or services could be purchased, predominantly in areas where it had no discernible expertise – creating delays and frustrations in equal measure and only occasionally adding tangible or measurable net value, far too frequently at the expense of poorer quality or service levels.
